In which case it sounds like Windows itself may be stopping the installer(s) from running. Check your settings for Data Execution Prevention
If you have it set with the lower option, you'll maybe need to add entries for our installer and probably then for the program itself.
AFAIK, the default is the upper setting (it certainly is when I check a copy of Win 8 here)
