BTW, out of interest, and once the thought occurred to me, I checked if I still had the compression utility installers used when setting up an older Win7 PC, and turns out I did.
Surprise, surprise, setting up WinZip 14.5 (on new Win8 PC), it can extract my test BZip2 and LZMA archives fine. But WinZip 15.0 cannot* (go figure?). But WinZip 17.5 (just downloaded a trial) can...it extracted LZMA & BZip2 archives fine. I didn't bother testing with the versions in-between.
Trying the same trick with WinRAR (using previous installer 3.93 i/s/o 4.20) didn't help, though.
Note that (as stated in the Help) that AFAWK at time of writing, no other utility will extract Burrows-Wheeler archives. That appears to remain the case for WinZip 17.5 and WinRAR 4.20, as far as tests I just did indicate...
* EDIT: WinZip 15 was what I tested with last time, due to a mix-up my side. The version I had installed on the Win7 PC (now mothballed) was in fact 15.5, from 2012 (not tested)
