So it looks like my suspicions were correct: the evil version(s) corrupted a profile created with it/them, so that upon import into 6.4.3.8, the copy of that profile triggered the unwanted behavior in 6.4.3.8 but it seems likely that 6.4.3.8 does not do so itself (corrupt a new profile).

Yes, please do sign up for ticketed support and send us a Support Zip (use Tech Support Wizard on Help menu) of the problem profile. Note that it will likely need to be escalated to the dev department, and due to staff holidays and a full pending tray there may be a delay before they can get to it.
No, there's no profile comparison process. It would be extremely complex (if feasible at all for the work it would require - including keeping it up to date with profile design changes), so suggest do not hold your breath.
