[shrug] - sounds as though there may be a connection, yes ('if it walks like a duck', it might be silly to dismiss the possibility). But bear in mind it could be a little 'deeper' than simply the actual speed per se (IOW, it could be that the problem is related to the underlying reason the speed is so low - compared to (say) the average ADSL experience - e.g. connection stability, latency, whatever)
