Glad to see you recognize it might be external reasons (maybe "...it IS Windows...") but could be something sporadic on the mail server...
Not sure how you could have been using SE for only a week, but be using 6.5.4.0, as that was superseded by 6.5.15.0 last November, and has since been superseded again by 6.5.22.0 in January. Anyhow, you should first update to the latest

Do not uninstall / reinstall, or you'll lose your profiles & settings. Just install 'over the top'

I don't recall anything in those versions that would affect this, but we first need you to be using the same version we are if tests are to be meaningful.
If you still have the issue, suggest generate and forward a Support Zip with debug-out of a run with that error to our ticket area (link in article). Do not post links to Support Zips here!
