Hi, you'll first need to install SyncBack on your new PC, set up a profile with your Destination path pointing to the folder where your zip files are kept on the USB drive. Make sure the profile type is set to the same as what you were previously using (if it was previously a Backup profile, then choose Backup as type, etc)
Then enable Compression settings and configure them to be the same compression settings as your previous profile in the old PC.
Then, run a Restore. The profile should run in reverse and copy the zipped files on Dest to your PC and unzip them while doing so.
To prevent older files of same name from backup from overwriting newer files on your new PC, you can do so under Decisions-Files settings page.
To continue ongoing backups, just set up a Schedule for this profile and automate the backup on a Recurring basis (this is assuming you still want your file backups to be copied to Destination as Zip containers).
