Given that in your case
those options don't trigger because there is no Difference (and differences are what the software is designed to detect and remedy).
There are legacy options on Copy/Delete > Folders to perform an extra scan (after the main run) to look for and delete empty folders, which is what you'd need to delete same-name empty-folders on both sides
