That error is from the server (spot the 'R' - FTP server is always Right, internally, because so is the FTP plug-in in our code). Your server is refusing to allow it to be downloaded, for some reason.
At a guess it's something to do with permissions, but it's only a guess. The only response to Googling
"This file is banned on server"
gets two hits both about the same FTP server ('Wing' - not by any chance same as yours, is it?). Anyhow, the server is refusing to allow us to download. Nil we can do about that, sorry - it's a server issue. You'd need to ask the admins or authors (and/or consult the documentation)
EDIT: BTW, it's not an error I can find any record of anyone reporting before (at least, not using that phrasing/terminology): I checked all forum posts and all support tickets, to no avail. Not that it would affect the answer ('server issue') anyway...
