Then your PC has a problem. As per the on-links in the KB article 228 already suggested, there are a comprehensive collection of suggested tests and hopeful fixes here

"...if the Volume Shadow Copy service (which is part of Windows, and not SyncBackSE) is not working then we recommend you contact Microsoft Technical Support and not 2BrightSparks. Apart from trying everything [in the forum post], there is very little more we can do to help"
It is unfortunately not uncommon for people to have to re-install Windows in order to (hopefully) get VSS working. But hopefully that won't apply in your case and you can get VSS working OK
