and remember that by definition, zero-length files must have the same content (i.e, none - as far as we look anyhow: alternate streams are not scanned/compared). So, this rule will always trigger for zero-byte files of different properties, and by default, the Action is set to
Do nothing, skip the file.
You can set it to copy the attributes from X to Y or from Y to X. You can even set it to decide Automatically, depending on profile type and resources being used. Press F1 with the settings page open for more background.
What you cannot do is make a value judgement (you cannot say 'copy newer attributes over older' - nor can you decide 'larger over smaller', although with 0-byte files that won't be relevant anyway)

Was a tad confused, but opted to "Rename file on <destination> and copy properties to <destination>" Seems to do the trick! Thanks again.
