Check the Differences window and figure out why the profile always wants to re-copy all files (if indeed that's what you mean)? If they are listed, there will be differences detected (reported) - you need to see what they are and report back.
It's likely the pattern will be obvious. Chances are very high it is the LastModified date/time is always reported on the FTP side as 'date/time of upload' (which is different to the same attribute on your Source). But check and come back.
