No, it's from the Windows Task Scheduler. Try changing a Task manually via the WTS interface direct and you'll likely see the same thing (password prompt).
Note that it normally only happens if you have the Task set to run 'whether logged in or not' and do not have the 'do not store password' option set (i.e, configured so that it does store the password, if required).
Note that Pro won't ask you twice in the same Pro session (for your convenience), as Pro caches it in RAM (though it doesn't store it anywhere permanently, for security reasons). Direct edits via the WST will ask you every time (the WST doesn't cache it).
This applies for blank passwords, too (just OK the prompt without entering any text, but do not Cancel). This is presumably in case you just changed it from blank to non-blank or vice versa
