Only a SmartSync profile (on run-2 and later) has the state database to keep track of move/rename candidates, starting from run-2 and later (since on Run-1 it haven't build the database to keep track of what was where during last run).

With Modify > Expert > Decisions-Files settings page opened in a SmartSync Profile, you can press F1 to open the Help file for more background.

So if your profile isn't a SmartSync profile in the first place, but a Backup or Mirror, then the only way is to re-copy the modified folder/file structure across to Destination over again (since there isn't any database in Backup/Mirror to keep track of such changes).

Note that even if you are on a SmartSync profile, it would also depend on whether Google Drive supports hashing or not (as that is the method in which SmartSync identifies differences for renames/moves). If not supported, rename/move detection would fail anyway.
