Move Files regardless of destination (always overwrite)

I have a directory that files are coming in via FTP (Directory: Incoming). I have SynBackSE setup to Move the files to another directory (Directory: Moved).

The problem I'm having is that SyncBack is seeing the files on the Destination (D: Moved) as Identical and is skipping the files. I need for it to overwrite the files on the Destination (D: Moved), then Delete them from the Source (D: Incoming).

Here are the Decisions - Files:
Area 1: Source overwrites Destination always (backup)
[checked] Move the file instead of copying it
Area 2: Move file to Destination
Area 3: Do nothing, skip the file
Area 4: Rename file on Destination and copy properties to Destination
I've various settings here and no change.

Any help would really be appreciated.
